Local Plan and Neighbourhood Plan – what’s the difference and how do they impact Cam?

STROUD DISTRICT LOCAL PLAN

Back in November 2015, Stroud District Council adopted a Local Plan for the District. This document sets out planning policies and proposals for new development and allocates land which is deemed suitable throughout the Stroud District.

Central Government increased the numbers of houses each district is required to build which meant Stroud District Council had to find more land to meet the new target. The revised plan maps out where homes and business will go, up to 2040.

The revised plan currently allocates 1080 new homes to Cam on 2 sites

– 900 at Draycott

– 180 on land behind Tesco.

This plan was approved by Stroud District Council at its Full Council meeting in April. Anyone in the Stroud District can make comments on this plan until 21st July. Following this consultation, the plan will be submitted for examination by an Independent Planning Inspector who will make the final decision on whether the sites put forward are deliverable.

CAM PARISH COUNCILS’ NEIGHBOURHOOD DEVELOPMENT PLAN

Neighbourhood Planning was introduced under the Localism Act 2011 to give local communities more control in the planning of their neighbourhoods. It introduced new rights and powers to allow local communities to shape new development in their local area and what infrastructure should be provided.

This is Cams shared vision of what development should look like within the Parish. It will not stop development – but it will give developers a list of requirements to follow.

Cams Neighbourhood Plan involved much consultation with residents of Cam to ensure the plan was what the community wanted. This plan was voted through by residents of Cam only, at referendum in the May elections.

PLEASE NOTE – NEITHER OF THESE DOCUMENTS PREVENT DEVELOPERS FROM PUTTING IN A PLANNING APPLICATION OR SCOPING EXERCISE ON ANY OTHER LAND/FIELD ANYWHERE IN THE DISTRICT. THESE APPLICATIONS GO THROUGH THE NORMAL PLANNING PROCESS WHERE YOU CAN MAKE COMMENTS THROUGH THE STROUD DISTRICT COUNCIL PLANNING WEBSITE.

REASONS FOR REFUSING THESE TYPES OF APPLICATIONS MUST LINK TO POLICIES WITHIN THE LOCAL PLAN, NEIGHBOURHOOD PLAN OR NATIONAL PLANNING POLICY FRAMEWORK.

CiL Project Proposal Form
This must be as shown on your governing document. Your governing document could be called one of several things, depending on the type of organisation you’re applying on behalf of. It might be called a constitution, trust deed, memorandum and articles of association, or something else entirely. You might find it on a registration website - for example, Companies House or a Charities Register.

This is the cost of everything related to your project, even things you’re not asking us to fund. For example: If you’re asking us for £100,000 and you’re getting £20,000 from another funder to cover additional costs, your total project cost is £120,000. If you’re asking us for £60,000 and there are no other costs, your total project cost is £60,000. We do not need to know where the rest of your funding’s coming from right now.

Please give us a list of budget headings (for example, salaries, running costs, training, travel, overheads and refurbishment costs). We do not need any costs attached to these yet, or a detailed list of items. If we invite you to the next stage of the application process, we’ll ask you for a more detailed project budget, including a year-by-year breakdown.
